Cabinet Resolution 57 of 2024 requires documented consent before sending commercial communications via WhatsApp or SMS. DealPilot captures opt-in at the point of lead creation, stores an immutable consent log, and enforces opt-in before every outbound message.
Overview
The Telecommunications and Digital Government Regulatory Authority (TDRA) issued Cabinet Resolutions 56 and 57 of 2024, which regulate electronic marketing communications in the UAE. These resolutions apply to all marketing messages sent via WhatsApp, SMS, email, and phone calls.
Resolution 56 — Do-Not-Call Registry
Resolution 56 establishes a National Do-Not-Call (NDNC) registry:
- Consumers can register numbers to opt out of marketing communications
- Marketers must check numbers against the registry before contacting
- Violations carry fines up to AED 20,000 per incident
Resolution 57 — Consent Requirements
Resolution 57 specifies explicit consent requirements:
- Consent must be explicit and documented before any marketing message
- The type of communication (WhatsApp, SMS, email) must be specified
- An opt-out mechanism must be included in every message
- Opt-out requests must be processed within 48 hours

Consent Flow

Opt-Out Handling
- Every message includes opt-out instructions ("Reply STOP to unsubscribe")
- Opt-outs are processed automatically within minutes
- No further marketing messages are sent after opt-out
- Opt-out is recorded in the audit trail
Audit Trail
DealPilot maintains an immutable audit trail of all consent and opt-out events. This log can be exported in CSV or JSON format for regulatory compliance purposes.
